ENABLE DHC aims to accelerate the transition to efficient district heating and cooling systems, in accordance with the definitions of the EU Energy Efficiency Directive. The project covers nine pilot cases in seven European countries, which will serve as the basis for developing investment plans and strategies for DHC system modernization.
Within ENABLE DHC, seven policy roadmaps will be developed and approved by the respective national authorities, along with a comprehensive Action Plan that includes recommendations for the sector’s decarbonisation. Active stakeholder engagement is carried out through nine working groups covering both national and local cases. Broad involvement is confirmed by fifty letters of support.
The Institute of the City in Lviv is one of twelve consortium partners. The Ukrainian cities of Stryi and Poltava, together with their local DHC operators, are also participating in the project. They focus on creating favorable conditions for the transition to low-carbon, efficient, and sustainable systems, as well as developing medium-term decarbonisation plans and establishing effective cross-sectoral cooperation.
The project has a strong dissemination component, which includes national seminars, pan-European webinars, and policy meetings that promote the spread of innovation in the DHC sector both in the partner countries and in the broader European context.
