Resolution of the Ukrainian Resilience Week
We, the participants of the Ukrainian Resilience Week, held from September 29 to October 2, 2025, in Lviv,
Express our gratitude to the defenders of Ukraine, thanks to whom this event was made possible. We understand resilience as the capacity of the state, communities, and organizations to identify and overcome threats, adapt to changes in the security environment, and maintain the continuity of functioning and development. Ukrainian communities have proven their capability to provide basic services and restore infrastructure even during war, while simultaneously facing a lack of resources, population outflow, personnel shortages, the need to restore social infrastructure, and the absence of unified standards for resilience.
With the aim of strengthening Ukraine’s capacity to withstand challenges and ensure recovery and sustainable development, we consider it necessary and urge to:
- Formulate an updated state resilience policy based on a multidimensional approach that considers military and climate challenges, with clear priorities for the next 3 years.
- Guarantee the financial basis of communities by maintaining 64% of Personal Income Tax (PIT) as a key source of revenue, preserving the reverse subsidy, and creating new instruments to support local self-government.
- Strengthen the civil protection system, ensuring the readiness of the population and local services to respond to crisis situations.
- Ensure the resilience of critical infrastructure by integrating security costs and reserve capacities into tariffs and development policies.
- Develop societal resilience through social cohesion, support for veterans and vulnerable groups, and the development of cultural and volunteer initiatives.
- Systematize and scale local resilience practices, ensuring mechanisms for disseminating successful experiences at national and international levels.
Additionally, in the sphere of financial resilience:
- Provide for expenditures in the 2026 State Budget for the implementation of delegated powers of local self-government bodies in the sphere of resilience.
- Align public investment reform with the strategic development planning system.
- Simplify the system of local taxes and fees to expand the capabilities of communities in their administration.
- Facilitate the creation of special EU financial instruments to support the resilience of Ukrainian communities.
Additionally, in the sphere of civil protection:
11. Institutionally strengthen voluntary and local fire protection through unified standards of equipment, training, and motivation.
12. Engage youth through youth rescue teams (in accordance with international standards).
13. Improve legislation to support volunteer rescuers, specifically by:
- Amending the Law of Ukraine "On Volunteering Activity" to align with the Civil Protection Code regarding the possibility of providing remuneration to members of fire and rescue units for ensuring voluntary fire protection for participation in firefighting;
- Developing a procedure for medical examinations of members of voluntary fire and rescue units (provided for by Art. 63 of the Civil Protection Code), taking into account the volunteer nature of their activity and ensuring funding for medical exams under the Medical Guarantee Program.
14. Ensure the liability of multi-apartment building managers and Home Owner's Associations (HOAs) regarding compliance with fire safety rules and proper building arrangements; include measures to support fire safety improvements in targeted HOA support programs.
15. Conduct a nationwide assessment of needs regarding water supply and fire protection provision (specifically considering the trend of decreasing groundwater yield) and include these needs in national water supply development projects.
Additionally, in the sphere of critical infrastructure resilience:
16. Introduce transparent market regulation of the energy sector by ensuring market pricing for gas, electricity, and heat, and eliminating artificial restrictions and preferences; stimulate the corporate transformation of utility companies.
17. Ensure state reimbursement of the confirmed difference in tariffs to heat supply enterprises to avoid the seizure of accounts for gas debts and the shutdown of enterprises. Prohibit NJSC "Naftogaz" from collecting debts in court that do not exceed the tariff difference until said difference is reimbursed.
18. Include expenditures for measures to increase the resilience of critical infrastructure enterprises (costs for reserve energy sources, protective structures, security systems, fuel for generators, reserve stock of equipment and materials, etc.) in the calculation of the service tariff.
19. Ensure the ability of heat supply enterprises to independently purchase gas at market prices to meet the needs of the next heating season.
20. Update requirements regarding engineering protection structures for critical infrastructure facilities and amend existing protection recommendations, and if necessary, State Building Norms.
21. Amend existing consumer disconnection schemes in the event of a gas blackout to prioritize the preservation of critical pressure in the system and the prevention of emergency situations.
22. Provide state support instruments in the form of co-financing or targeted subventions for the implementation of measures to increase the resilience of critical infrastructure enterprises.
23. Implement additional threat monitoring systems, and grant critical infrastructure enterprises partial access to information on the trajectories of missiles and drones to assess the level of potential danger for repair crews and ensure timely response.
24. Legislatively regulate and develop a national program for life and health insurance for employees of critical infrastructure operators working on the elimination of emergency situations during air raid alerts.
25. Extend until January 1, 2027, the simplified procedure for connecting electricity generation installations to DSOs, as provided by Clause 7 of NEURC Resolution No. 352 dated March 26, 2022.
26. Facilitate the implementation of climate change adaptation measures at the local level to reduce the risk of flooding and extreme heat.
27. Carry out infrastructure recovery in communities based on the "Build Back Better" principle, combining safety, sustainability, and inclusivity with the development of human capital, the economy, and the cultural environment.
Additionally, in the sphere of social resilience:
28. Promote the strengthening of social cohesion, particularly through increasing trust in institutions, national identity, and social capital.
29. Formulate memory policies and ensure support for cultural and educational initiatives of local self-government bodies regarding the commemoration of fallen heroes.
30. Ensure assistance to local self-government bodies in developing and implementing comprehensive local programs for the reintegration of veterans into civilian life and support for the families of the fallen, including programs for health recovery, social, and economic reintegration.
31. Introduce the institution of social rental housing with differentiated payments for different categories of the population and subsidies for vulnerable groups.
32. Develop mechanisms that ensure the realization of the right to housing for all households; abandon the transfer of housing into ownership and cancel any free privatization.
33. Guarantee basic medical services in territories with adverse security and socio-economic conditions (frontline communities) by introducing compensatory mechanisms for healthcare institutions and medical workers.
34. Support the activities of non-governmental organizations and volunteer initiatives that promote unity and mutual aid.
